Overview

The Old Age Pensions Act 1908 marked a pivotal shift in the British approach to social welfare, representing one of the earliest foundations of the modern state system. Before this legislation, elderly individuals who were unable to work often faced the prospect of the workhouse or reliance on private charity. By introducing a non-contributory pension scheme, the government acknowledged for the first time that the state held a responsibility to provide a basic level of financial security for its ageing population.

The scheme was funded entirely through central taxation rather than individual contributions, making it a radical departure from previous social policies. To manage the distribution of these funds, the government implemented a strict means-testing process to ensure that support was directed specifically towards those in the greatest financial need. Eligibility was restricted to British subjects aged 70 or over who met specific criteria regarding their income and character.
